Virginia Beach Development​ Authority

The Virginia Beach Development Authority (VBDA) was established by the Virginia General Assembly in 1964 as a component, ​but legally separate unit, of the City of Virginia Beach. ​VBDA facilitates the expansion of the tax base through increased business investment. The success of this mission is dependent upon regional cooperation with respect to:

  • Infrastructure
  • Utilities
  • Education
  • Legislative Issues
  • Positive local, regional, national and international identity of Virginia Beach as a location for business
  • Public/private ​partnerships

This mission is carried out with an emphasis on:​​

Over 50% of the office and industrial land developed in the City is directly attributable to the City of Virginia Beach Development Authority’s extraordinary efforts. Municipally-owned sites​, from 3.5 acres to 125 acres, are ready for development. In addition, land at very competitive prices can be made available to new businesses and existing industries.​

The Virginia Beach Development Authority is seeking a Modification of Proffers to update the Design Criteria for a portion of Corporate Landing Business Park (the Park) for Council Consideration on December 7, 2021. The current Design Criteria were adopted in 1990 with an addendum added in 1998. The Design Criteria have never been substantially updated, are outdated and no longer align with the development pattern that was originally envisioned for the Park. This update is needed to:

  • Ensure that the Park remains relevant for current and future market opportunities
  • Reduce redundancy and better align the document with current code requirements
  • Consolidate multiple subsequent amendments into one user-friendly and attractive document
  • Permit more flexibility with new and innovative materials and construction methods
  • Provide more guidance on light industrial and advanced manufacturing building types

Existing properties will continue to be subject to the existing Design Criteria that was adopted in 1990 and amended in 1998.

Planning Commission voted unanimously to approve the Corporate Landing Design Criteria Update (Modification of Proffers) on August 11, 2021.
