Chuck was named the director of Economic Development with the City of Virginia Beach in February 2024, after joining the City as business attraction administrator in March 2023. Before his employment in Virginia Beach, Chuck served as the director of development for 4.5 years in the City of Hampton. Before his service in Hampton, he was also the director and assistant director of development in the City of Norfolk for over twenty years. In addition, Chuck served briefly as director of development in the City of Portsmouth in late 2014 early 2015 before re-joining Norfolk. In Chuck’s current duties, he helps the city create, implement, and market the City’s strategic vision for successful economic development. In that capacity, he directs and manages the City’s seventeen-member team. Chuck also serves as secretary of the Virginia Beach Development Authority.

Ihsane leads workforce attraction, workforce development, and The HIVE. The HIVE is the City of Virginia Beach Business Resource Center with programs, and initiatives to assist entrepreneurs, new and existing businesses grow and succeed.

Vicente is based in Madrid, Spain and represents Virginia Beach’s interests in the Spanish, Portuguese, and French markets.

Lucas is based in Madrid, Spain and represents Virginia Beach’s interests in the Spanish, Portuguese, and French markets. He offers assistance to companies abroad that are interested in establishing in Virginia Beach.

Charles is based in Ipswich, England and represents Virginia Beach’s interests in the United Kingdom and Irish markets. He offers assistance to companies abroad that are interested in establishing in Virginia Beach.
