Planning and Urban Design Services RFQ #ED-23-2000

The City of Virginia Beach Department of Economic Development (VBED) is soliciting a Request for Qualifications (RFQ) from qualified firms to provide planning and urban design services for various potential projects to support strategic development initiatives that modernize and strengthen our attractiveness as a destination and grow economic opportunity and community investment.

The Economic Development’s Strategic Development team ensures properties are developed/redeveloped to the highest and best use, meet the intent of the strategic development area plans and oversees the Economic and Tourism Development portion of the City’s Capital Improvement Program.

The contract terms are limited to one year and may be renewed for three additional one-year terms for a total term of four (4) years. There is no guarantee of the amount of work that will be authorized. Multiple contracts may be awarded. The below timetable may be amended as required by the Department of Economic Development. Any modifications to the timetable will be provided to those firms that have properly submitted the RFQ.

Pre-Submittal Meeting
A non-mandatory pre-submittal meeting will be held Monday, June 27, 2022, in the Department of Economic Development Boardroom located at 4525 Main Street, Suite 700, Virginia Beach, VA 23462 at 10:30 a.m.

All questions should be directed in writing to: Emily Archer, PLA, earcher@vbgov.com. Questions must reference the RFQ title, and include the proposer's name, contact person’s name, address, and phone number. Responses to such questions shall be furnished to all respondents in the form of an addendum to this RFQ. See the RFQ timetable above for deadlines and milestones.

Work Program Architects

Many of the planning initiatives and infrastructure and development projects detailed there have been completed with Annual Contract Services. Additionally, examples of past work will be shown in a presentation at the pre-submittal conferences on June 27th. This presentation will be posted after for those who cannot attend in person.

The proposer’s conceptual approach will be judged between the letter of interest and the approach taken on the comparable projects submitted. If short-listed, there will be an opportunity to further demonstrate your approach.

The time period the proposer was under contract for those services.

Yes. The current contract has several work orders that will remain active until the work is complete. The new contract will be effective before November 2022.
