The Virginia Beach Development Authority prepares an annual repo​rt for City Council review in accordance with the Acts of the Virginia General Assembly.  The report reflects the activities of the Virginia Beach Development Authority and the Department of Economic Development to increase investment and expand the tax base in the City of Virginia Beach.

During fiscal year 2017-2018, the Authority recorded the creation 2,371 new jobs and investment of more than $319 million from 37 projects. Average annual salaries for companies that received a Development Authority grant were just shy of $70,000, which is 32% higher than the region's annual mean wage. Significant growth occurred among each of our target business sectors, with 95% of announced projects falling within at least one target sector. 

The Authority approved 26 investment grants totaling $5.58 million, which leveraged $308 million in capital investment, a ratio of 55 to 1.
